インストール:Zip形式のファイルですので適当な場所で解凍してください。
wininet.dll本体をCドライブ、windows（WINNT)、systemのフォルダーにコピーしてください。再起動後に有効です。
通常はsystem32の場合が多いのですが、
>「必要なDLLファイルc:\WINDOWS\SYSTEM\*.DLL
と記載があるのでsystemフォルダーかな？
違う場合はsystem32フォルダーです
ファイルを登録（または再登録）するには、次のように入力してください。
regsvr32 <ファイル名>.dll
